Barry,
I agree. I've been a small business advocate for 15 years and have fought for my clients to find financing. I am now working with a non-profit that does actually fund microloans for small businesses. We are trying to get banks to partner with us to leverage our resources. No small task.

The SBA is temporarily eliminating its fees on guaranteed loans and raising its guarantee percentage to 90% for banks who fund small business loans under most of the 7(a) loan guarantee programs. There is also a microloan of up to $35,000 to ease the pain for small businesses. Check out the Recovery Act FAQ at http://www.sba.gov/recovery/index.html.
