What I do at this point is drive inside that low wall in front of the mall. It goes all the way around the building, and the wall seems to protect the scooter from having its wheels short out.

Should've stolen Diaz's Admiral (it's parked by the main road) since it cannot be destroyed by any means other than being flipped or driven into water.
