Have you tried using the website, TweetDeck (which I use and has been working fine for me), or any of the multitude of iPhone apps?
I haven't had any problems using Twitter in a long time.

Seems like it's a bug with the twitter service. following @twitter helps since they post updates on issues. this might help also http://status.twitter.com/
