I don't understand why there are double lines, yet all traffic is heading in the same direction. Here, it's illegal to cross double lines unless in an emergency.

You aren't allowed to change lanes while in the tunnel so that is why they are double lines.

This one reminds me of the tunnel in Back to the Future II. You know, when Biff Tannen is in his sweet '50s car and Marty McFly is trying to get away on his hoverboard.
