Here's a thread on the Apple Discussions forums about that issue: discussions.apple.com/thread.jspa?threadID=1919391&tstart=0.
Basically, if you move the previously used iMovie project somewhere else, then iMovie can't find it and launches with the dialog box that asks you what you want to do.
You could also delete the 'com.apple.iMovie.plist' every time you're finished with iMovie. That would just be annoying/lame though.
