I think it is because they do not have the know how skills.

I think people just freeze when they have a large audience because they don't want the audience to judge them on what they're saying.
Public speakers should be outgoing and know what they're talking about.
Giddy up to the masses! :)

I agree with you djsteen.
For some biological or other reasons, some people really think too hard about how people will react to what they are saying and it messes up their concentration on what they are presenting.
One technique I use when I give presentations is to just stare at certain things around the room, such as a guy's hair, or someone's tie, and not look directly into people's eyes so it just seems like I'm there talking to myself.

People always say "Imagine your audience naked" to calm nerves when talking to a group. Don't.
It's just a little bit uncomfortable. And kinda easy to get carried away.
A better tip: Look at the top of the people's heads. From where they're sitting, it looks like you're looking them in the eye. But you're not! My teacher shared that trick with us a few weeks ago. Turns out she's never actually looking us in the eye, she's just looking at our 'dos. If it works!

I believe everyone is unique in some ways, and as an Chinese saying goes, "If three of us are walking together, at least one of the other two is good enough to be my teacher", when you stand in front of a group of people to speak, you must have something to know better than all of them, thus you have something to inform or teach them. You deserve a calm and superior stance, as well as their attention or even admiration. So why nervous? Just say to yourself "I'm unique and always hold some knowledge, story or info they don't know, so they'll benefit or learn or at least know a lot from me.!" lol...

It all comes down to who is in the crowd I think, and how you perceive them. I mean if there is a girl you have a crush on sitting there and listening to you... well forget about it going well!

Just keep practicing at home, building confidence while imagining you are in front of many people. The mind is powerful. Good luck!
