Mozilla Firefox Invalid Certificates bug, error or glitch on Windows installations

This has bugged the shit out of me, drove my poor brother almost insane. Only affecting windows, he cannot use any website that bears a security certificate without adding an exception. Also, he cannot install any addons within Tools -> Addons because every certificate provided HAS EXPIRED!! Can anybody explain this bug, find a fix for it or report it to the dev's via bugzilla?
