Over the past few decades, there has been an intense struggle in Washington between the lobbyists for the insurance industry and the interests of the American people over what has been called a Patient’s Bill of Rights – a set of rules to protect Americans from some of the worst practices of the health insurance industry; rules to ensure that all Americans are getting the care they need from their doctors and the care they deserve from their insurance companies. The last time a Patient’s Bill of Rights was within reach was roughly a decade ago, and it was supported by Democrats and Republicans alike, from Ted Kennedy to John McCain. It included the right to an appeals process so you could challenge an unfair decision by an insurance company before a third party. It included the right to choose your own doctor. It included the right to access information about what your health insurance plan means for you. And it called for a new level of transparency so that patients would know if their doctors had a conflict of interest when providing services. Now, this Patient’s Bill of Rights never made it into law. It fell victim – again and again – to the same special interest lobbying that has blocked passage of health insurance reform for so many decades. But today, we are being given another chance to make it a reality, because each of these rights, and many more, are incorporated in the health insurance reform bill that recently passed the House of Representatives and in the bill that is currently making its way through the Senate. Both the House and Senate bills would make it against the law for insurance companies to deny you coverage on the basis of a pre-existing condition or illness. Both would stop insurers from charging exorbitant premiums on the basis of age, health, or gender. Both would prevent insurance companies from dropping your coverage when you get sick. COP15 Agrees to "Take Note" of Obama's Climate Change Accord

It's not legally binding, but the United Nations Climate Change Conference voted to "take note" of the climate change accord agreed to yesterday by five major nations. The accord, reached by the US, China, India, Brazil and South Africa did not meet the modest expectations for the COP15 meeting in Copenhagen including notably failing to set a 2010 goal for reaching a binding international treaty. The United Nations on Thursday decided to restrict access to the global climate talks in Copenhagen for non-governmental organisations and it confronted journalists with additional security. The measures were put in place as more than hundred world leaders began arriving in the Danish capital. This politician regretted the move. Jo Leinen So as a quiet tension took hold of the Bella Centre, side-events in the centre of town became more lively. The Klimaforum is one of these. Among the visitors... These three aspiring journalists and bloggers, from Brasil, Italy and Bulgaria. They won a trip to cover the climate talks as part of the ThinkAboutIt dot EU blogging competition. The Klimaforum mostly met the needs of those who are already convinced of the need to deal with climate change. Climate skeptics had their own event at a separate venue. The official negotiations on a comprehensive climate deal continued on Thursday, again without clear progress. Increasingly, observers, analysts and even politicians are admitting that a full-fledged agreement no longer is possible, and suggest such a deal needs to be hammered out in Mexico in six months. Naomi Klein and Martin Khor on the Growing North-South Divide in Copenhagen over Kyoto, Climate Debt and Emission Targets The secret draft climate agreement leaked to The Guardian newspaper yesterday sets unequal limits on per capita carbon emissions for developed and developing countries in 2050. This means that people in rich countries would be permitted to emit nearly twice as much as those in poor countries. The document also proposes a $10 billion a year fund to help developing nations cut emissions and tackle the effects of climate change. But the fund is far smaller than what many delegates say is necessary to effectively combat the effects of climate change in the most vulnerable nations.

Copenhagen: Clashes Erupt as Deadlock Continues

Danish police on Wednesday kept thousands of protesters from entering the venue where the United Nations climate talks being held. A police spokesman said 250 people were arrested at various points in Copenhagen, one day before the arrival of heads of state such as US President Barack Obama, French President Nicolas Sarkozy, China's Hu Jintao, Russian president Medvedev. Near the Bella Centre, I saw four people being arrested. At exactly midday, approximately 500 policemen began moving in on a protest that they had declared illegal. The protest at the Bella Centre was organized by the Climate Justice action network, a Danish group that has coordinate several demonstrations. They had permission for a peaceful protest, but also announced plans to break through the barriers around the centre. The protesters wanted to hold what they called a ‘People’s Summit’ inside the venue at one o’clock, together with non-governmental groups taking parts in the COP15 talks. Several NGO’s, including Friends of the Earth, were denied access on Wednesday. At the moment they were supposed to meet, about one thousand protesters found themselves surrounded by police in riot gear. Outside in the freezing cold with wet snow. Police at several moments used pepper spray and battons. When it became clear that the protesters no longer were able enter the Centre, the police took off their helmets to adopt a less aggressive stance.. Some riot police were given time to do something else while their colleagues practized crowd control. Meanwhile, inside the Bella Centre, tensions were heating up again. Another day without real progress has passed, and, with 24 hours to go before the heads of state of a 110 countries arrive, the Danish climate minister, Connie Hedegaard, was replaced as President of the COP15 meeting.
