Ellen Tauscher (D-CA) proposed repealing the military’s “Don’t Ask, Don’t Tell” policy, which prohibits gay men and women from serving openly. Speaking at the Center for American Progress Action Fund, Tauscher said that “there is one last, final barrier that we need to tear down.” “We need to end the `Don’t Ask, Don’t Tell,’ policy,” she said. In an interview with ThinkProgress after her speech, Tauscher responded to skeptics who think that working to repeal the ban is a “knife fight” that “no president wants to get into,” saying that “times have changed dramatically” and that “a lot has happened since 1993,” when the policy was enacted: TAUSCHER: So, I think that there’s, a lot has happened since 1993 and I think that even though the atmospherics look the same, a brand new president, you know, at a time when the Republicans are critical of whatever he’s doing, I think that what our job is is to inform people about the current state of affairs. And that is that 75 percent of the American people believe that this is the wrong policy. And that we have a lot of people behind us. President Obama made a critical change in our nation’s foreign policy in Iraq, reaffirming his full commitment to the Status of Forces Agreement negotiated by the Bush administration late last year. Obama’s announced he will remove all U.S. combat troops from Iraq by August 31, 2010 and honor the 2011 SOFA deadline for a complete withdrawal of all U.S. forces. This shows he remains committed to the promise he made to the American people during his campaign—that he would finally act to end this needless, mindless, senseless war. During his campaign, Obama promised to remove U.S. combat troops within 16 months, leaving behind a residual force with limited responsibilities. His announcement today largely fulfills these pledges. While the 19-month deadline is an extension of his earlier estimate, it still offers a strong commitment to remove U.S. forces from the country. His plan will benefit both the United States and Iraq, moving both nations toward a new era of responsible engagement in the Middle East. By setting a deadline for withdrawing combat forces, Obama has sent an unmistakable message that the United States fully supports a sovereign Iraq and is serious about upholding the principles set out in the SOFA. That agreement promised that U.S. troops would leave Iraqi cities by June 30, 2009, and vacate the country by the end of 2011. A disturbing trend has emerged: extremists and militia groups are targeting the estimated 30,000 to 100,000 U.S.-affiliated Iraqis as traitors for working with Americans. In many cases, the lives of these Iraqis and their families are in imminent danger. Many have become refugees or internally displaced persons within Iraq. These Iraqis urgently need and deserve America’s help, and the Obama administration should act quickly to remove them from harm’s way. Yet these Iraqis have been stuck until recently in a resettlement process lasting anywhere from six months to two years. Because of bureaucratic red tape, current U.S. policies do not adequately address the security concerns of U.S.-affiliated Iraqis. The Obama administration should initiate an immediate airlift—Operation Safe Haven Iraq 2009—of U.S.-affiliated Iraqis in need of protection as the best course of action for urgently addressing this problem. The United States has a moral obligation to protect U.S.-affiliated Iraqis who risked their lives in service to the United States in Iraq. The Special Immigrant Visa program and the Iraq in-country refugee processing program are meant to expedite processing of U.S.-affiliated Iraqis. That’s because while President George W. Bush’s approach has obviously failed, too many of its critics refuse to focus on why. Their alternatives revolve around competence, with perhaps a bit of multilateral fence-mending thrown in. But they also assume as valid the fundamental tenet guiding the Administration’s approach, as defined by George Kennan during the Cold War, that securing the national interest lies in protecting "the continued ability of this country to pursue its internal life without serious interference." While that approach might have been relevant to the era of Cold War containment, it is untenable today. In a globalized world, it is no longer enough to center our foreign policy on a narrowly-defined concept of "national security" that assumes the continued dominance of the nation-state. What is needed is a fundamental change in the terms of the debate to include a realistic assessment of a world that is both interdependent and increasingly fragmented. With a growing population of more than 165 million people, Pakistan is a vital link between South and Central Asia and the broader Middle East. Pakistan's multiple internal challenges extend beyond its borders and have a wide-ranging impact on regional and global stability. Just as conditions in Afghanistan, India, Iran, and Central Asian countries affect Pakistan, events in Pakistan shape its neighbors. There are positive signs and opportunities for Pakistan's democracy and, ultimately, stability. In February 2008, a democratic transition occurred in Pakistan, ushering in a civilian government and leading to the resignation of military strongman Pervez Musharraf from the presidency. Despite a history of interference in the political process, the Pakistani military has intentionally provided space to Pakistani's civilian leaders to find their footing since the election. Pakistan will pose one of the greatest foreign policy challenges for the incoming Obama administration. How Pakistan addresses its militancy, weak governance, and economic dif- ficulties will directly influence the security of the United States and its people. The Obama administration must seize these opportunities and work with Pakistan, its friends, and neighbors to create a new strategy for enhancing security in Pakistan. The Pentagon is recognizing that conventional ?kinetic? military operations, which utilize armed force through direct action to kill or capture the enemy, have limited utility in countering the threats posed by militant extremism. Therefore, they are searching for?and finding??non-kinetic? options other than the use of force to tackle the non-violent components of pressing security problems, both in and out of warzones. This may seem like an appropriate approach to America?s new security challenges in the wake of the 9/11 terrorist attacks, but it is not without controversy. The increasing involvement of the U.S. military in civilian assistance activities has launched a contentious debate about the role of the military in global development, and the relevance of global development to American national security. Non-governmental organizations argue that the ?militarization? of development assistance threatens to undermine the moral imperatives of poverty reduction, the neutral provision of emergency relief, and the security of civilian aid workers in the field. Non-military government agencies, most prominently the U.S. State Department and U.S. Agency for International Development, have demonstrated a complex ambivalence about the subject.
