Sustainable Security in Afghanistan Requires Sweeping U.S. Policy Overhaul

The Sustainable Security Program at the Center for American Progress commissioned an innovative scenario exercise to test how much “bang for the buck” the U.S. government could achieve in stabilization and reconstruction operations if it undertook many of the foreign assistance reforms advocated in previous CAP reports. Over the course of three days, we learned that robust foreign assistance reform should be seen as a key national security priority. Dr. Reuben Brigety and Dr. Patrick Cronin discuss this new approach to sustainable security in Afghanistan.

Sustainable Security: A New Afghanistan Approach

In order to get out ahead and prepare itself to face the challenges of the 21st century, the United States should: 1. Fully integrate prevention into the national strategies that guide foreign policy formulation and implementation. 2. Build an integrated, interagency mechanism for long-range strategic planning that is tied directly to the allocation of resources. 3. Organize the government to support prevention and ensure coherence across the executive branch. 4. Invest intelligence, diplomatic, and economic resources in the most vulnerable areas and regions. 5. Re-engage with the international community, and improve and then support international treaties and norms. 6. Develop new tools and capabilities for crisis management. 7. Address the resource and staff shortages of civilian agencies, particularly the State Department and the United States Agency for International Development.

Ending Don't Ask, Don't Tell

Ellen Tauscher (D-CA) proposed repealing the military’s “Don’t Ask, Don’t Tell” policy, which prohibits gay men and women from serving openly. Speaking at the Center for American Progress Action Fund, Tauscher said that “there is one last, final barrier that we need to tear down.” “We need to end the `Don’t Ask, Don’t Tell,’ policy,” she said. In an interview with ThinkProgress after her speech, Tauscher responded to skeptics who think that working to repeal the ban is a “knife fight” that “no president wants to get into,” saying that “times have changed dramatically” and that “a lot has happened since 1993,” when the policy was enacted: TAUSCHER: So, I think that there’s, a lot has happened since 1993 and I think that even though the atmospherics look the same, a brand new president, you know, at a time when the Republicans are critical of whatever he’s doing, I think that what our job is is to inform people about the current state of affairs. And that is that 75 percent of the American people believe that this is the wrong policy. And that we have a lot of people behind us. And I think Colin Powell, you know that we know that Colin Powell has changed his mind, so I think if we put our package together of information, we do a good job of doing that, I think that people will move along with it. We asked Tauscher if her legislation would be a “test” for Republicans like Rep. Operation Safe Haven Iraq 2009

http://www.americanprogress.org/issues/2009/01/iraqi_airlift.html Tens of thousands of Iraqis have served with the U.S. military and other organizations during the past five and a half years as translators, drivers, construction workers, engineers, and office workers. A disturbing trend has emerged: extremists and militia groups are targeting the estimated 30,000 to 100,000 U.S.-affiliated Iraqis as traitors for working with Americans. In many cases, the lives of these Iraqis and their families are in imminent danger. Many have become refugees or internally displaced persons within Iraq. These Iraqis urgently need and deserve America’s help, and the Obama administration should act quickly to remove them from harm’s way. Yet these Iraqis have been stuck until recently in a resettlement process lasting anywhere from six months to two years. Because of bureaucratic red tape, current U.S. policies do not adequately address the security concerns of U.S.-affiliated Iraqis. The Obama administration should initiate an immediate airlift—Operation Safe Haven Iraq 2009—of U.S.-affiliated Iraqis in need of protection as the best course of action for urgently addressing this problem. The United States has a moral obligation to protect U.S.-affiliated Iraqis who risked their lives in service to the United States in Iraq. The Special Immigrant Visa program and the Iraq in-country refugee processing program are meant to expedite processing of U.S.-affiliated Iraqis. Both programs represent a step in the right direction, but an airlift would importantly move the majority of refugee processing out of the region while violence, though diminished, continues in Iraq.

http://www.americanprogress.org/projects/sustainable_security Anyone not immediately caught up in the whirlwind of today's Beltway foreign policy punditry would be driven to hair-tearing at the back-and-forth between defenders of the Bush Administration and the multitude of critics arrayed against it. That's because while President George W. Bush's approach has obviously failed, too many of its critics refuse to focus on why. Their alternatives revolve around competence, with perhaps a bit of multilateral fence-mending thrown in. But they also assume as valid the fundamental tenet guiding the Administration's approach, as defined by George Kennan during the Cold War, that securing the national interest lies in protecting "the continued ability of this country to pursue its internal life without serious interference." While that approach might have been relevant to the era of Cold War containment, it is untenable today. In a globalized world, it is no longer enough to center our foreign policy on a narrowly-defined concept of "national security" that assumes the continued dominance of the nation-state. What is needed is a fundamental change in the terms of the debate to include a realistic assessment of a world that is both interdependent and increasingly fragmented. What is missing is consideration of human security;and why, if we are to promote effectively our sustainable security, it must be incorporated into a modern American foreign policy.
