Getting Out of Iraq - The Obama Plan: ASK THE EXPERT

President Obama made a critical change in our nation’s foreign policy in Iraq, reaffirming his full commitment to the Status of Forces Agreement negotiated by the Bush administration late last year. Obama’s announced he will remove all U.S. combat troops from Iraq by August 31, 2010 and honor the 2011 SOFA deadline for a complete withdrawal of all U.S. forces. This shows he remains committed to the promise he made to the American people during his campaign—that he would finally act to end this needless, mindless, senseless war. During his campaign, Obama promised to remove U.S. combat troops within 16 months, leaving behind a residual force with limited responsibilities. His announcement today largely fulfills these pledges. While the 19-month deadline is an extension of his earlier estimate, it still offers a strong commitment to remove U.S. forces from the country. His plan will benefit both the United States and Iraq, moving both nations toward a new era of responsible engagement in the Middle East. By setting a deadline for withdrawing combat forces, Obama has sent an unmistakable message that the United States fully supports a sovereign Iraq and is serious about upholding the principles set out in the SOFA. That agreement promised that U.S. troops would leave Iraqi cities by June 30, 2009, and vacate the country by the end of 2011. Obama’s plan would see all combat troops out of Iraq well before this deadline, leaving only a residual transition force in place until the agreement runs out. The national security panel included Ken Gude, Associate Director of the International Rights and Responsibility Program at CAPAF; Brian Katulis, Senior Fellow at CAPAF; and Gayle Smith, also a Senior Fellow at CAPAF. The panel was moderated by Rand Beers, president and founder of the National Security Network. Panelists criticized McCain for having a narrow foreign policy that focused on using force to combat terrorism to the exclusion of other strategies and issues. ?I don?t think he?s an expert on national security,? said Smith, who faulted McCain?s focus on terrorism as a ?one-dimensional? approach to national security. By dismissing international organizations and trying to destroy profoundly ideological networks by force, Smith said, McCain would reinforce the ?with us or against us? mindset of the Bush administration and damage America?s standing in the international community. McCain is ?trying to conflate national security with the willingness to use force,? she noted. She also argued that McCain has no plan to deal with the 50 weakened or failing states in the world. Katulis emphasized the parallels between McCain and President Bush, and argued, ?it?s a different century, and I think the last 6 or 7 years have demonstrated that we need a new approach?John McCain isn?t offering that.? Katulis said that McCain?s use of words like ?freedom? and ?liberty? mask the fact that ?there?s a lot that does not substantively add up in John McCain?s record on national security?freedom is just another word for not having a national security strategy.? Iraq: 5 Years Later

But if Petraeus is again allowed to testify without his superior officers, as he did last September, neither Congress nor the American people will be receiving the complete picture. It is clear that the Bush administration wants to keep it that way. In a recent media briefing, Secretary of Defense Robert M. Gates said: "I've asked Gen. Petraeus to make his evaluation ... completely based on what's going on in Iraq. He doesn't need to look over his shoulder, think about stress on the force or anything else." Moreover, President Bush has indicated that he will allow Petraeus alone to decide whether to continue the troop drawdown. FOR THE RECORD: Generals: A March 14 Op-Ed article about Gen. David H. Petraeus' upcoming Iraq testimony used two branches of service, the Army and Marines, to identify Gen. Peter Pace. He is a Marine. ? But other military leaders who are looking at the larger national security picture need to be consulted. They know well how maintaining an average of 130,000 troops in Iraq over the last five years has not only decimated our ground forces, it also has compromised our security interests around the globe. "The Army is out of balance," Army Chief of Staff Gen. George W. Casey Jr. told the House Armed Services Committee last fall. That's a polite way of saying it's broken. Casey, who is responsible for the Army's overall health, is rightfully concerned. The chairman of the Joint Chiefs of Staff, Navy Adm. Michael G. Mullen, echoed Casey's unease. In January, Mullen told the Marine Corps Times that there was reserve capacity in the Navy and Air Force but that ground troops were a different story.
