The Center for American Progress Action Fund and John Podesta hosted a forum entitled &amp;ldquo;National Clean Energy Project: Building the New Economy" on Monday, February 23, 2009 in Washington, DC. Senate Majority Leader Harry Reid was the Honorary Chair.

The half-day event will brought together a select group of high-level government, business, labor and advocacy group leaders with a focus on developing a plan and key guiding principles to lead the transformation of U.S. energy policy and to reduce the nation&amp;rsquo;s dependence on foreign oil.

Attendees included President William Jefferson Clinton, Vice President Al Gore, Energy Secretary Steven Chu, Interior Secretary Ken Salazar, House Speaker Nancy Pelosi (D-CA), Senator Jeff Bingaman (D-NM), Representative Ed Markey (D-MA), energy executive T. Boone Pickens, and leaders from government, business, labor, and the non-profit communities.

The National Clean Energy Project builds on the August 2008 &amp;ldquo;National Clean Energy Summit&amp;rdquo; sponsored by Senator Reid, CAPAF, the University of Nevada Las Vegas. The participants in the summit concluded that inadequate access to transmission was one of the most significant barriers to widespread development of renewable energy.

"Wired for Progress Version 2.0," hones in on the key decisions facing Congress and the Obama administration in coming days and weeks as they take up the challenge of rebuilding America's electricity infrastructure. Version 2.0 focuses on the four major hurdles to building a national clean energy smart grid—planning, siting, cost allocation, and ensuring the low-carbon attributes of the electricity. We then examine three broader policy imperatives—grid intelligence, physical and cyber security, and job training and workforce development—that must also be part of this crucial modernization effort.

In February, the Center for American Progress published a major report on the urgent need to build a national clean energy smart grid to power an innovative, low-carbon 21st century economy that combats global warming and creates millions of good jobs. Titled "Wired for Progress 1.0," our report - based on an extensive stakeholder outreach process undertaken in partnership with the Energy Future Coalition – detailed the reasons why we need to build this national clean energy infrastructure quickly, and outlined key policy measures to move this complex project forward.

In just a few short weeks since that February release, Congress has made progress on drafting concrete legislative language and in building the political will to turn these policies into law. As this debate moves forward, it is critical that the essential features of the proposal remain clear, and the basic outlines of a national compromise be preserved. Reducing our nation's dependence on foreign oil by examining short- and long-term solutions to replace foreign oil with domestic resources to fuel vehicles and trucks, including natural gas, is also an important issue to be addressed.

Anyone not immediately caught up in the whirlwind of today&amp;rsquo;s Beltway foreign policy punditry would be driven to hair-tearing at the back-and-forth between defenders of the Bush Administration and the multitude of critics arrayed against it. That&amp;rsquo;s because while President George W. Bush&amp;rsquo;s approach has obviously failed, too many of its critics refuse to focus on why. Their alternatives revolve around competence, with perhaps a bit of multilateral fence-mending thrown in. But they also assume as valid the fundamental tenet guiding the Administration&amp;rsquo;s approach, as defined by George Kennan during the Cold War, that securing the national interest lies in protecting "the continued ability of this country to pursue its internal life without serious interference." While that approach might have been relevant to the era of Cold War containment, it is untenable today. In a globalized world, it is no longer enough to center our foreign policy on a narrowly-defined concept of "national security" that assumes the continued dominance of the nation-state. What is needed is a fundamental change in the terms of the debate to include a realistic assessment of a world that is both interdependent and increasingly fragmented. What is missing is consideration of human security&amp;ndash;and why, if we are to promote effectively our sustainable security, it must be incorporated into a modern American foreign policy.&lt;p&gt; By &lt;a href=&quot;http://www.viddler.com/explore/seeprogress/&quot; &gt;seeprogress&lt;/a&gt;&lt;/p&gt;&#xD;

Newark Mayor Cory Booker, along with partners including the Center for American Progress, made a commitment to the Clinton Global Initiative to begin the greening of Newark in order to stimulate the local economy, create good jobs and improve the environment. Nationwide, the signs are clear: Our economy is in trouble. Falling home prices, foreclosures, bank failures, a weaker dollar, rising prices for gas, food, and steel, and layoffs in banking, construction, and manufacturing sectors are all indicators of serious economic strain?following a long period in which the middle class went nowhere even while the economy grew as a whole. What?s more, evidence suggests the current downturn will continue for at least another year.

At the same time, we face a growing climate crisis that will require us to rapidly invest in new energy infrastructure, cleaner sources of power, and more efficient use of electricity and fuels in order to cut global warming pollution. There is much work to be done in building smart solutions at a scale and speed that is bold enough to meet this gathering challenge.

It is time for a new vision for the economic revitalization of the nation and a restoration of American leadership in the world. We must seize this precious opportunity to mobilize the country and the international community toward a brighter, more prosperous future. At the heart of this opportunity is clean energy, remaking the vast energy systems that power the nation and the world. We must fundamentally change the way we produce and consume energy and dramatically reduce our dependence on oil. The economic opportunities provided by such a transformation are vast, not to mention the national security benefits of reducing oil dependence and the pressing need to fight global warming.
