People with a cell phone camera or computer can take a picture or video that reports news and upload it to the internet. The barrier to entry is so low. What kind of news would the break? The story can be around any topic from politics to celebrity as long as it's fresh and breaking news, the quality of the content does not matter. Because it's less expensive to buy equipment and, if you are willing to pay a little more, anyone can do it at high quality.
