Some cutscenes in the game show sunsets and sunrises, but that's just trickery. Global Illumination as used by Sonic Unleashed (and Mirror's Edge too, btw) can't be done in realtime with moving main light sources on a current gen console. If you don't believe it, look it up. There certainly exists screenshots of the hub worlds where there were various stages of morning/day/twilight/night. But that doesn't dictate that they were real time.

Lighting map - exactly. The beautiful lighting in this game is achieved by using Global Illumination, which requires precalculated data that takes hours or even days to render on a distributed computing grid. So it is highly unlikely that this game was ever planned to have realtime time of day changes, not with Global Illumination being one of the Hedgehog Engine's key features.
