The video isn't a scam itself, of course. However, the whole tuc-tuc thing is, or most of them seem to be. They'll take you to different places than you ask for, places that give them kickbacks to bring people to them. For instance, the one I rode gave a pitch about "Lucky Buddha," a fake shrine set up so that they could plant someone to give you a sales pitch about some shady silk clothing stores likely connected with the black market, which you'd inevitably be taken to on the second stop of the so-called tour.
