More than likely, though, it's raw wood under the paint, which will pull nitrogen from the soil (unlike real mulch). Keep an eye on the plants; it's NOT good for them. And the paint is indelible (I once removed five bags of the black-painted stuff from my garden, and the paint stayed on my clothes and skin for ages).
