The video shows thePonte Sant' Angelo Bridge in Rome Italy , in front of Castel Sant' Angelo. There are about 5 boats (house boats, barges, and a Tevere dinner/tour cruise boat) that due to the Rome floods have broken free from their moorings. The have been crushed and wedged between the arches of the bridge.
The situation is quite dangerous because the boats are obstructing the flow of water. To prevent any further rising of water and pressure against thePonte Sant' Angelo the fire service have been ordered to dismantle the boats.
You can appreciate the height of the water if you consider that the normal level of the water is about 1 to 2 meters below the cycling lane and the cycling lane is now about 7 meters under water!

Rome has actually had some quite catastrophic floods spread throughout it's history. Due to this the banks of the Tevere in the Navona and Campo dè Fiori area modern day Rome are a few meters higher than what they were during ancient Roman times.
"Luckily" this is so because a lot of Rome has been "saved": instead of demolishing old buildings the Romans would rather build up and therefore away from dangerous flood levels. Because of this a large portion of ancient Rome remains untouched and buried under modern Rome!
